The importance of environmental protection
Release time:2021-06-21      The number of clicks:988

The environment is the basic prerequisite for human survival and development. The environment provides the necessary resources and conditions for our survival and development. With the development of social economy, environmental issues have been put on the agenda of governments of all countries as an inevitable and important issue. Protecting the environment, reducing environmental pollution, and curbing the trend of ecological deterioration have become important tasks of the government's social management. For our country, protecting the environment is a basic national policy of our country. Solving the country’s outstanding environmental problems, promoting the coordinated development of economy, society and the environment, and implementing sustainable development strategies are important and arduous tasks facing the government.

1. The policy background of my country's current environmental protection policy

The environmental problem is not a single social problem, it is closely related to the political and economic development of human society. To a large extent, environmental problems are the inevitable product of the development of human society, especially the development at the expense of the environment. Western countries have entered an industrialized society, and they are already paying off the debts they have owed to the environment since the beginning of industrialization. my country is undergoing socialist modernization and is undergoing a transition from an agricultural society to an industrial society. We must not follow the old path of "pollution first, control later" in Western countries, but should put environmental protection in an important position in advance. This is not only a lesson from history, but also an inevitable choice we face, a passive choice in the context of the deepening of the environmental crisis. Because environmental problems have become an important factor that endangers people's health and restricts economic development and social stability.

1. Serious environmental pollution

Pollution is the main environmental problem faced by human society, and it is also an inevitable product of human social activities. Although after years of treatment, the trend of increasing environmental pollution in my country has basically been brought under control, the problem of environmental pollution is still quite serious. According to statistics, in 2004, the national sulfur dioxide emissions were 22.549 million tons, an increase of 15% over 2000. Among the seven major water systems in the country, according to the records of 413 water quality monitoring sections, only 41.6% of the sections meet the national surface water standards, which is 16.1% lower than in 2000. The water quality of the Yangtze River and the Pearl River is better, and the Haihe and Yellow The water quality of the, Huaihe, Liaohe and Songhuajiang rivers is poor, and major freshwater lakes and urban lakes are all polluted to varying degrees. In 2004, 41.4% of the urban air quality reached the Grade II standard, which was 22.1% lower than the 63.5% in 2000. The problem of acid rain pollution was serious. Urban noise nuisance is more common, with 7.3% of cities having severe or moderate pollution levels. Major pollution accidents happen from time to time, and our country has entered a period of high incidence of environmental pollution accidents. These problems have seriously affected people's production and life, and have become obstacles restricting the sustainable development of our country.

2. Ecological deterioration is intensified

The ecological environment is the sum of the natural factors associated with it in human production and life, and human activities will inevitably have more or less impact on these factors. At present, the scope of damage to the ecological environment in my country is expanding, the degree is increasing, and the damage is increasing. Land degradation is serious. The country’s soil erosion area has reached 3.67 million square kilometers, accounting for about 38% of the country’s land area. The annual increase in soil erosion area is 10,000 square kilometers on average, and the area of desertified land has reached 2.62 million square kilometers. Speed expansion of 2,460 square kilometers. The forest area of the country is 174.91 million hectares, the forest coverage rate is 18.21%, ranking 130th in the world, and the per capita forest area ranks 134th in the world. The forest coverage rate of the five northwestern provinces (autonomous regions) accounting for 32.19% of the country's land area is only %%. 5.86, the phenomenon of deforestation continued to be repeatedly banned. The area of grassland degraded, desertified and alkalized amounts to 135 million hectares, accounting for about one-third of the total grassland area, and is increasing at a rate of 2 million hectares every year. The water ecosystem is unbalanced. In 2004, 79 cities across the country were short of water, with a population of 23.4 million, and 13 million large livestock suffered temporary drinking water difficulties. *Biological diversity has declined sharply, the area of areas rich in wild animals and plants has been declining, and indiscriminate hunting and indiscriminate digging have been repeatedly prohibited. The deterioration of the ecological environment has severely affected the coordinated development of my country's economy and society and the country's ecological environment.

3. Entry into the WTO has brought new challenges to my country’s environmental protection

my country joined the World Trade Organization in 2001, which is commonly referred to as WTO accession. After joining the WTO, while enjoying our rights, we must also fulfill corresponding obligations. Developed countries will require us to implement the same high environmental standards. [1] Therefore, some of the WTO’s green provisions may have an impact on my country’s export of goods, restricting the export trade of domestic commodities that do not meet environmental standards. This requires domestic enterprises to raise awareness of environmental protection, increase investment in environmental protection, establish an environmental management system, and continue to improve environmental behavior in order to enhance the international competitiveness of their products. However, high environmental standards will increase product costs, reduce product competitiveness, and hinder its products from entering the international market smoothly. Therefore, how to coordinate the relationship between high-quality environmental protection standards and product costs has become a new challenge facing my country's environmental protection policies after entering the WTO.
